I have turned comments off, but I want to turn them all back on. The problem is that when I turn on comments, I get spam. You don’t see them, but I do. It usually happens when one of my blog posts ends up on the search engines.

You follow a particular set of outlined rules. (Grammar, formatting, etc.)
